Need recommendation for a ‘tactical’ non-restricted rifle..

your kinda barking up the wrong tree if you want semi, sniper and cheep all in one. Currently militaries are using (off the top of my head) AR10 which is pricy, M14 which you can build yourself and SVD which is prohib.

Most true snipers however use bolt action rifles, many use tuned remmy 700s which are pricy and some police forces use the savage which is much cheeper.

IMHO you have 2 choices either the nork m14 or the Savage (can't remimber model number) for a rifle under $1000. Either way after kitting it out with all the wizbang add-ons and optics you'll be over the $1k mark (maybe not with the m305).

You can make that "not" modern m14 look pretty modern and shoot quite well with some upgrades. i think its worth it seeing as they sell for so cheap. here is a pic of mine after i did some stuff too it, i think the total is still under 1000$ now but i have a few things i still want to do...ie get rid of the crappy bipod.

The Norc M14, for around a grand, you can have decent optics and a decent rifle. Beyond that your looking at a Rem 700 which will be close to the $1500 mark when you finish with it.
