Need some help identifying this ammo

This came into the shop in a box of random ammo, never seen anything like it before. it has a .302 bullet in it, and has head stamp markings "RVA 7 -15 2A4 9-52"

That's a new one on me. The neck reminds me of the ICL line of cartridges.

In the photo the rim looks like it might be separate from the body of the case. Is this a one piece case?

Spotter round or sub-cal insert round for a training system maybe?

Dunno for what though.
