NEF Handi-rifle issues

I have a problem with a NEF Handi-rifle in 223. It shot fine for years and then suddenly started stringing verticaly, about 5 inches at 100 yards. The fore-end of the stock is very close to touching the barrel on one side so I think maybe there might be my culprit right there. What I want to know is, can I SAFELY fire this rifle without the fore-end installed? I would like to try removing it and shoot with a sandbag at the attachment point and see if the stringing goes away.

I shot my H&R 45-70 many times without the forearm attached.
The forestock does nothing to assist in the locking of the action...it just keeps the barrel from unhooking and falling off when you open it.

That's what I figured, but I thought it wouldn,t hurt to ask in case I was missing something.
