new ammo plant in manitoba?

i heard a rumor today, and maybe thats all it is, but i heard it from someone i know that there is a company trying to get approval for an ammunition manufacturing plant in the south western corner of the province of manitoba.

has anyone else heard this or is it just a pipe dream

Supposed to be a shot-shell plant going up by Carberry.
That's been in the works for a couple years now...

If I remember right, there is currently a delay over exact location\zoning, but it is, AFAIK, to be just east of Carberry on Hwy 351 (The "Old Highway" to us local types )
