hello starting to get into AR platform rifles and i have a question might be stupid but can i start my build with getting the upper only and leave the lower till my ATT comes in? just anxious for say would like to start the build.

Yes - but if you have your RPAL why not get the lower too?

You need a restricted to obtain your ATT in Ontario.

You don't need an ATT to buy an Upper. You do need an RPAL for the lower. No ATT without club membership anyway.
Like CODFan says, Ontario's CPFO says you need a restricted in your name first. That doesn't have to be an AR. You also need to belong to a club that allows restricted rifles. Remember that none of this was ever intended to make getting into the shooting sports easy or convenient.
