New barrel cleaning

I just bought a new 12 ga Remington 870 Express three barrel combo, it comes with a 23" rifled cantilever, 28" vent rib and 20" turkey barrel.
I stripped the gun and cleaned it and can't understand why I can't get the barrels clean; after several sessions of soaking, scrubbing with a brush and patching I am still getting fairly dark black/brown stains on my patches. I went as far as using JB paste in the Turkey barrel with no real change.

I shot several rounds though each and re-cleaned them, the fouling cleans out like normal but I still get the stained patches especially after brushing.
Could this be a left-over from the manufacturing or coating process? I am sure it doesn't effect shooting but am curious as to what is causing this.

Remington quality control has gone from bad to worse, and is now right alongside Norinco in my opinion. No surprise that their bottom basement cheap offering in the 870 is poorly finished inside the bore. About the only solution is more scrubbing and more solvents.
I have had success cleaning badly fouled shotgun barrels in the past with a wire brush wrapped in steel wool and soaked in solvent, hope it helps!
 
FYI Remington's response:
"The barrels are coated with a product know as Steel Guard before shipping. This is used to help protect the barrels if they are kept in storage for extended periods of time. It will eventually clean out, but will take some time to do so. This will not effect the use of the guns in any way."
