I have solved the mystery and it started with this page: http://www.russian-mosin-nagant.com/sniper_exports/index.html (search for "Tulsky" Snipers). I compared the receiver, barrel and rear sight base markings with the rifle I just ordered, which I will include a photo gallery of at the end of this post.

They are not MOLOT rifles. They were exported from the motherland into the USA in mid-2014 onward by a company known as Tulsky that like MOLOT, is is a private company that "converts" military rifles to "hunting" rifles for legal export. I did a fair bit of reading on the various USA related firearm / milsurp boards and apparently these rifles came directly out of Russia. They went through a different refurbishment process than the MOLOT rifles and have more in common with older US PU sniper imports that Canada unfortunately never had a piece of in any quantity. There doesn't really seem to be a question whether or not these are genuine PU snipers. In fact, they possibly had less alternations than the MOLOT rifles.

Some of the differences from MOLOT are:

-Bores are nearly all new/near new condition
-If the scope is a replacement, the new scope number is not restamped to the rifle, the original is simply lined out
-The stocks are almost all unsanded with visible cartouches
-The import / export marks are more visible with a higher prevalence

Apparently there were a few gems to be had such as all matching unaltered 1942 Tulas and Izhevsks and a few 1947 dated rifles. Apparently the overwhelming majority of them are '43 and '44 Izhevsk rifles, however.

I ordered one from Jean and it is confirmed to have a bright and shiny bore with clear glass. The scope is a replacement and it is a 1943 on a 1943 rifle. The stock is the correct wartime stock and may very well be matching to the rifle, but, we'll see (it's rare that the penciled serial number is still on the stock which was used to pair the stock back to the rifle during reassembly). Dumb luck matches it with a handguard that has brass end caps which will match every other 91/30 in my collection.

IMHO(and based on discussions on Russian forums) Molot did not refurbish SM's. That batch which was for sale in Canada was a batch of authentic refurbished SM's exported by Molot which they(Molot) received as surplus rifles and marked accordingly. As well as they sold a batch of 1944 dated unissued SVT's as hunting carbines on the internal market. In Soviet Union there were numerous "arsenals", or artillery depots and military units involved in refurbishing/reconditioning of the vast arsenal of weapons produced at the time. Certain refurbishing processes did vary from one unit to another. One unit scrubbed the scope number off the barrel shank and the other lined it out, some sanded the wood, doesn't matter what condition it is in and some not, etc... IMHO again, nobody at the Molot plant would waste material and human resources in order to create an authentic SM, including replicating a littlest tiny stamp and selling it without huge premium. Yes, they did produce, or convert some scoped Mosins, but these were made with newly manufactured bases, scopes etc.
 
Here is one I got, the wood appears to have been redone, perhaps as Dimon eludes to above .Has had a scope refurb and a repair to stock where scope mounts to receiver.it is actually very nice, maybe one that was issued to some police unit or maybe to an axis country.
It is quite red in colour and does not appear to be shellac. It was new in box when I got it a few years ago.
I am no expert on these, so any input would be appreciated

I agree with Horilka. The Molot imported Mosin 91/30 PU sniper rifles are real. Those in the photo have the same style electro pencil refurbishment markings. Most Molot import snipers were refurbished by the Soviet military for the next war. All Molot did was pack them in white boxes. I had six of them (since sold or traded, none available). Lovely items.

The other dealers that I had asked knew nothing about them. It would be safe to presume TradeEx or Marstar would have had a piece of a large import but nothing so far. Jean has one left which probably has a mint bore and you might as well jump on it, he'll accept a deposit.

There were 8 of the at Canadian Tire on Leila in Winnipeg this morning.
 
They were Tulsky" Snipers, as per the previous post. They have the "Tulsky" T on them. Only one had fully matching serial numbers. Two had the serial number on the scope struck through and renumbered.
 
Yes. The sports department manager at my local Canadian Tire said he had some coming in. This particular Canadian Tire is actually one of the best places in all of Halifax Municipality for firearms and ammunition because the manager happens to be a gun nut himself. I sure wish I could afford one.

Looks like we're getting a new wave of them then, fantastic. Also looks like I overpaid for mine :)
 
Today I did the walk across the Canadian Tire parking lot with a rifle in the black garbage bag. It's a Manitoba thing :) This Tulsky rifle caught my eye and I couldn't pass with the 25.00 gift card thrown in.



It seems to be a fine example of what was available in that batch.

Nice, always nice to find a 1943 Kazan on a 1943 dated rifle. Makes you wonder if it's the original scope.

Looks like Jean has another one for sale now.
 
Anybody know if there's any left at that Canadian tire? Might be in Winnipeg this weekend and got an empty spot in the safe. I also saw that xtreme gun has 8 in stock on the website. Would those be the same as the Canadian tire ones?
