Me thinks that this could go in the general forum, but sometimes they can be salty about BP. Seen folks be very vindictive about the handgun loophole...don't need the aggravation.
Saw something this morning about later in the year, us Charcoal burners are going to require additional certification to possess BP.
Fireworks license?
I did a quick Google search and came up with bubkiss.
Anyone else hear anything about this?

Amendment to the Explosives Regulations
2024 May 9th

WHAT ARE THE CHANGES?
To reduce safety and security concerns, the Explosives Regulatory Division (ERD) has made some changes to the sale and storage requirements of propellant powders (Part 14) and reactive targets (Part 13). These changes come into effect on May 22, 2024 and are summarized below.

PROPELLANT POWDER
To purchase black or smokeless powder, a buyer must provide proof that they possess one of the following:

Purchase and Acquisition Licence (PAL)
Fireworks Operator Certificate (FOC) pyrotechnician which is issued by Natural Resources Canada
Public Agency Identification Number (PAIN)
The document number must be recorded. Other forms of government identification (e.g. passport or drivers licence) are no longer permitted.

BLACK POWDER
A buyer may not purchase more than 25 kg of black powder unless they hold an explosives licence. The licence number must be recorded. A seller must have a licence if they store more than 25 kg. This has been reduced from 75 kg. Black powder must be sold in containers that do not exceed 500g.

REACTIVE TARGETS
To purchase reactive targets (type S.2), a buyer must provide proof that they possess a Purchase and Acquisition Licence (PAL). The PAL number must be recorded. A buyer may not purchase more 6 kg of Type S.2 reactive targets (typically a case) unless they hold an explosive licence. The licence number must be recorded. This has been reduced from 20 kg.

There are new requirements regarding the use of exploding targets such as prohibiting the addition of foreign materials, requiring that only one kit be mixed at a time and that multiple kits may not be combined together. Buyers can be directed to the website for additional information

"A buyer may not purchase more than 25kg of black powder." In one purchase or total?

Does it really matter? you now need a hard to get explosives licence to be in possession of more than 25kg and it all must be kept or stored in 500g containers and then in a approved storage unit under strict conditions!



NRCan rules are as follows -


Screening is for federal licence holders and their employees who will have unsupervised access to types E, I, and D explosives. These persons must submit the application form along with an original1 criminal record check to obtain an approval letter from the Explosives Regulatory Division (ERD).

Application for a Licence

Upon the initial application for or renewal of a licence, certificate, or permit following the coming into force of the screening regulations, if the applicant is an individual, he or she must provide either an original criminal record check or provide proof they have an approval letter or possess an equivalent document such as a Permis Général, FAST or NEXUS card, or a PAL with their application or renewal. Please do not forward the original approval letter or equivalent document. Photocopies of the documents are acceptable.

All applicants for a licence, certificate, or permit, or their renewal, must include a list of employees that are required to have an approval letter and must indicate whether the employee has applied for the letter and whether it has been received.
For larger companies with multiple sites, and where there are individuals that could be associated with multiple sites, a company may compile a single list of all company personnel who, in the course of their duties, are required to have an approval letter, and submit this list with each application or renewal.

The ERD recommends starting any applications, or renewals of existing licences, certificates, or permits, following the coming into force of the screening regulations, at least three months before the licence, certificate, or permit is required or expires to ensure timely renewal.

1 – Definition of Original Criminal Record Check. An original criminal record check may be: 1) the original document obtained from a police agency based on a name or fingerprint search, 2) the document (paper or electronic) obtained from other than a police agency with agreements in place to conduct criminal record check searches, and which has been verified by the non-police agency. If electronic, it must only be accessible to the individual and those persons/companies who have been given permission by the individual to view the electronic document.


A.1 Providing Results to NRCan

When an electronic version of the criminal record check is provided, it must be secured so only the individual has access to it. The individual can then permit other individuals or companies to view it.

A printed copy of the electronic criminal record check will not be acceptable when applying for an Approval Letter. Requests for NRCan to view the electronic criminal record check must be forwarded to the Explosives Regulatory Division along with viewing instructions on how to access the criminal record check.

A completed Application for Approval Letter (Form F08-01) (PDF, 498.7 kb) must accompany the request to view.


For more than 25 kilograms of black powder in a storage unit, or more than 10 kilograms in a detached dwelling (such as a house, apartment or cottage), or both, you must have an explosives licence.

Storing black powder


Storage requirements for users

Black powder (gunpowder) must be stored in its original packaging, in ammunition (small arms cartridges) or in black powder cartouches.

If you do not have an explosives licence, black powder must be stored in a dwelling (such as a house, apartment or cottage) or a storage unit.

If you have an explosives licence, black powder must be stored in the magazine specified in your licence. Propellant powder (black powder or smokeless powder) and primers (percussion caps) must be stored in separate magazines.

Dwelling


The amount of black powder you are permitted to store in a detached dwelling (such as a house, apartment or cottage) or a storage unit attached to a detached dwelling depends on whether you are also storing smokeless powder. You are permitted to store up to 10 kilograms of black powder as long as the combined amount of propellant powder (black powder and smokeless powder) is no more than 25 kilograms.

You are permitted to store up to 1 kilogram of black powder in containers in an attached dwelling.

You are permitted to store up to 3 kilograms of black powder contained in ammunition or cartouches (less any quantity in containers) in an attached dwelling.

You are permitted to store up to 10 kilograms of black powder in a detached dwelling or a storage unit that is attached to a detached dwelling.

You must store black powder or black power cartouches away from flammable substances and sources of ignition. You must ensure that they can be accessed only by people you have authorized.
 
Storage unit

You are permitted to store up to 25 kilograms of black powder in a storage unit that is not attached to a dwelling.


  • The storage unit must be in a dry place, away from flammable substances and sources of ignition.
  • The storage unit must prevent unauthorized access and protect the contents from weather.
  • If the storage unit is a container, it must not block exit in case of fire.
  • If the storage unit is not a container, all exits must be kept clear.
  • Any shelving in the storage unit must be made from a non-sparking material (for example, wood or painted metal).
  • Only ammunition (small arms cartridges), smokeless powder, primers (percussion caps) and/or black powder cartouches are permitted to be stored with the black powder.
  • Black powder and smokeless powder, primers, ammunition and black powder cartouches must be stored separately (for example, on different shelves or separated by a wooden barrier).
  • The storage unit must be monitored when it is unlocked.
  • The storage unit must be kept clean, dry, organized and free of grit.
  • Any spill, leakage or other contamination must be cleaned up immediately.
  • You must take steps to minimize the risk of fire in or near the storage unit.
  • You must post a sign that displays the words “Danger — Fire Hazard/Risque d’incendie” in letters at least 10 centimetres high on the storage unit in a clearly visible location. The sign must also prohibit smoking using letters or a symbol at least 10 centimetres high.

I remember when the store I was working for stored over 2000 pounds of smokeless powder and probably over 100 pounds of black under a bottom floor stairwell that had a locked door. On a fire inspection no one at the store had a key for that door, just the owner who was not in ... the fire inspector said he would be back the next morning and for the key to be there.
That night the room was emptied, the next day a successful inspection, the following week it was full again.
 
Better rush off to comply. Nothing better than changing your hobby in major ways based on the changing whims of people who don't know what they are doing.
