new build how to get cert from CFO

I have been fighting with CFC over this issue for a long time. I have several lowers and about 5 or 6 uppers in 3 different calibers and a number of different barrel lengths. The system was set up by people who didn't know s**te about firearms and it has difficulty dealing with modular firearms.

Why the fight...
Uppers are unregulated... You don't even need a PAL to buy/own one.

Why on earth would you want to fight to register something... That they don't want to register..??

I mean really... If per chance you ran into some trouble with the CFO and they wanted to sieze your AR(s)... You wouldn't give them the uppers anyway.

Because the two ARs in question are full auto prohibs that belong to my company. The CFC insists on registering them with a caliber and barrel length. It the truth is they are stored without uppers and I can use one of many different setups depending on the particular testing we are doing any given day.

They wanted a registry and they spent 2 billion of our tax dollars on it and yet the thing cant handle an extremely common modular firearm.
 
Form6 is pretty particular, asking for caliber, barrel length and overall length.
ATF is ensuring that the rifle is legal for possession in the US, i.e. less than 16" barrel is considered a Short Barreled Rifle and requires a tax stamp etc that I doubt we Canadians can get.

I don't know if you can just put a lower on your form6.
