whats it cost to build somthing like this ? could u build somthing like this and have it non restricted ?

You could patter that rifle on an Ar180B with the MI rail Eotech, and PRS on a folding carbine adapter.. just use a long buffer tube. That would be the closest ... Non Restricted

Interesting build. Don't you think that a PRS would be a bit too long for a 16" carbine though? I'm not sure what kind of shooting style you may have planned for it, but I have SOPMOD stocks on both of my 16" midlength carbines that I shoot in the first position. I have CTRs on my 10.5" guns that I shoot in the second position.
Hey I forgot to ask, in regards to your question.... Take the Smith & Wesson MP15 for example isn't that stock long aswell? It cant be much if any longer then the PRS. Don't they call that stock the A2 style?

Yes, the A2 stock is too long. I had a 16" midlength come with a A2 stock and I took it off immediately and installed a milspec buffer tube and put on a SOPMOD stock.
 
So whats the advantage or is it just a personal comfort thing?

The advantage to an adjustable stock is a proper fit to the rifle. Your rifle stance should be the same as your pistol stance. Feet and shoulders square to the target. Blading or weaver stance is dead and inefficient. If you shoot from the bench, the above doesn't apply so much.
