Think it was posted elsewhere.... They're pretty much unobtainium, since it was a very limited run... The closest you'll get is the AR15.com lower, however it's over the 100$ limit so it can't be shipped to Canada

The $100 limit is now $500, but still doesn't matter, that only applies to parts.

(i) The components or spare parts are being exported to support a defense article previously authorized for export; and

(ii) The spare parts or components are not going to a distributor, but to a previously approved end-user of the defense articles; and

(iii) The spare parts or components are not to be used to enhance the capability of the defense article;

(iv) exporters shall not split orders so as not to exceed the dollar value of this exemption;

(v) the exporter may not make more than 24 shipments per calender year to the previously authorized end user;

(vi) The exporter must certify on the Shipper's Export Declaration that the export is exempt from the licensing requirements of this subchapter. This is done by writing 22 CFR 123.16(b)(2) applicable.

Back on topic though, how hard is it to assemble the upper.

I've played with the idea of building my own AR a couple times, but it usually fizzled out with the idea of having to properly headspace and install the barrel.

I don't think Brownells has setup the $500 dollar limit yet, I was still held to $100 on this build.

Assembling an upper is not hard, all I bought for tools was a barrel vise block set and a barrel wrench, cost me 100 bucks for both.

Remove the barrel nut, swap barrels or recievers re-install barrel nut and voila. Brownells has great videos on upper assembly.

In regards to headspace as I've just learned, when using top brand name milspec parts headspacing is not so much of an issue. All good manufacturers have the barrel extension already set properly. For me though, I'd only trust top tier brands

I just emailed brownels and they said that Itar had not lifted the restrictions.
 
Lifted the restriction? The restriction is still there, just a higher dollar limit.

Did you reference the ITAR regs? They may not know about the change or don't have much of an appetite on following up.

I think because I cited the law they didn't respond, or maybe are still looking into. If you just asked a general question about ITAR, they probably wouldn't want to spend anymore time than they have to on it.

Thank you for your interest in Brownells. Am sorry, however ITAR, International Traffic In Arms Regulations, has not raised the limit on gun components.
 
I think it's two different government body's at work. ( against each other)
Us gov is weird like that. Restrictions like that hurt there own small businesses.

And big businesses. The aerospace industry in the US especially satellite manufacturers are going bankrupt as they cannot do business with other countries such as China. They are lobbying hard for a change but more than likely the US will just lose the industry and Europe and Asia will reap the benefit. Obama and Clinton aren't interested in jobs, despite their rhetoric.
 
Itar regs http://www.pmddtc.state.gov/regulations_laws/documents/official_itar/ITAR_Part_121.pdf describes Category 1 firearms section h describes components, parts and attachments. Then in http://www.pmddtc.state.gov/regulations_laws/documents/official_itar/ITAR_Part_126.pdf subsection 126.5 paragraph b. item 6 references back to the category 1 firearms and states that they need a licence. Which brings us back to 123.16 paragraph b item 2 which states that firearms are exempt from the $500.00 limit and are governed by 123.17 paragraph (a) which caps the export limit for category 1 items at $100.00 wholesale. Confusing yes, but Brownells is correct.
