I recently purchased a Daniel Defense M4A1, I love the rifle but I noticed the barrel has some horrible tooling marks from what I assume was the lathe process. It has a rough ring type texture, is this common on M4 barrels? This forum won’t let me post the pictures.

Its not so much the look but the cost to finish the outside of the barrel. A smooth finish takes more time and thus costs more. It is purely to save money as there is no reason to have a smooth finish on the out side of the barrel except for the gas block area.

Having a more pourous barrel exterior is also pretty nice to have when applying oil to keep it free from corrosion because it'll keep that oil in way easier. Having a pourous finish is actually a "mil-spec" requirement for the C7 and C8 barrels for this reason and is actually in the technical data package (TDP) of the M16, if I'm not mistaken.

A parkerized barrel doesn't need to be oiled. A coat of paint does a better job than oil

Correct me if I'm wrong but does the "ringed texture" not come from the CHF manufacturing process?
I have CHF barrels from DD and BCM and both have this outer texture.

The ring texture is actually caused by the feed rate of the barrel as it is turned and the amount of material removed from each pass. (I'm not a machinist but I hope you get the jest of it). I hope we are talking of the same thing as when I look at any of my CHF barrels that is what it is from. After the CHF process the barrel still needs to be profiled or turned to spec on a lath.

The barrel blank out of the CHF machine is covered by a scale like pattern created by the hammering.

Have a look at this video.

Chances are you are not looking at the CHF marks on an AR barrel unless you have an HBAR barrel as most AR barrels are turned to proper OD and profile after the CHF process. I found this video online which might help. You can see the crosshatch pattern made by the hammers and not a circular pattern like you had mentioned.
