This made my heart smile seeing the Cattleman Carbine is non restricted.
I believe the Rossi Circuit Judge is restricted...could the fact that the Cattleman being single action and Rossi is double action be the deciding factor in classification?
 
I think it has to do with design of the stock. With the Circuit Judge you can just saw off part of the stock and be left with a pistol grip; I don't think you can easily do that with the Cattleman Carbine.

If this is the case explain how the Browning Buckmark Rifle is NR please?

There is NO logic to the RCMP's logic IMHO.

Anyways I'm glad to see another unique NR option available.
