If we're unlucky it's on purpose and they're killing legal sales for whatever reason.

Well maybe not crimes, BUT stupid users leaving crap they destroyed all over the place, Some fires were started by using in very dry conditions. BUT TO LIMIT THRE AMOUNT OF BLACK POWDER CRAZY! How many banks were robbed with black powder firearms lately!
The typical comments from the people that are watching a life style we have come to know be taken away and people still make comments about criminal activity being the justification for all this firearm legislation you sure can’t fix stupid
So the people that complied with the regulations and owned between 25 and 75 KG of black powder, are now criminals because they now (continue to) own more than 25? What a bunch of BS. I unfortunately don't own that much BP, but if I did, I sure as sh!t wouldn't be selling it off just to comply with some ridiculous new regulation.
People like you being spineless is exactly why this stuff happens. Don't blame me, blame yourself. The criminality you speak of didnt exist until they pulled it out of thin air, did it? I am not going to change my habits based on the whims of idiots. What a good little sheep you are, wow.

Almost all stores I have purchased binary targets or powder from in the past have required PAL or Gov issued Photo ID to buy them, so to most locations this is nothing new, no different than how stores keep a record of every NR sold.
