New Ruger Hawkeye printing weird groups

Well no matter what powder or bullet, the first shot is 1-2" high and the 2nd and 3rd is a nice little group touching. Free float the barrel??? Action screws are snug so i am taking those out of the equation.
 
Is your first shot from a freshly cleaned bbl? Some of my rifles shoot best dirty.

If not, I'd free float for sure.

Otherwise, though we've been down this road ad nauseum, is it possible that the first shot is 'settling' the reticle in your scope after adjustment?

Nope barrel is fouled already. I have shot a dozen groups in the last two days and its pretty much the same pattern. Can't see it being a scope problem I'll sand out the barrel contour and give it another go.
 
Tap the scope with a screw-driver handle after each adjustment:D

But seriously, have you checked for free-floating with a slip if paper?. If the stock is touching the barrel at random points, it would be a problem. 80 grit wrapped around a long automotive socket of appropriate size works well for sanding the barrel channel.

It appears 'The Mighty .375 Ruger' may be doing the same thing. Bedding and free-floating could be in order.
