Well no matter what powder or bullet, the first shot is 1-2" high and the 2nd and 3rd is a nice little group touching. Free float the barrel??? Action screws are snug so i am taking those out of the equation.
Nope barrel is fouled already. I have shot a dozen groups in the last two days and its pretty much the same pattern. Can't see it being a scope problem I'll sand out the barrel contour and give it another go.

But seriously, have you checked for free-floating with a slip if paper?. If the stock is touching the barrel at random points, it would be a problem. 80 grit wrapped around a long automotive socket of appropriate size works well for sanding the barrel channel.
It appears 'The Mighty .375 Ruger' may be doing the same thing. Bedding and free-floating could be in order.
