Ok Im new to this so bare with me, I jus Bought a new stock, for one of my Rifles and I keep hearing the Phrase "Bedding" ..... I was Hoping to Get schooled on what exactly this means and a possible run down or directed to a website that can help me do this.... All I know is that most people think its neccesary and that it helps with accuracy...... Any Info at all would be greatly appreciated, thank-you

Generally speaking, a stock has to be fitted to the barrelled action. This can be done by using a transfer agent like soot on the metal parts, and scraping and shaving the stock's bedding surfaces until the desired fit is obtained.
Most folks nowadays don't bother with time consuming, labour intensive, skilled operations like this, and prefer to use a synthetic compound to mould the stock to the barrelled action.

Here's a link to a article about bedding.

Bedding is putting material in the stock to mate the receiver to the stock better. Giving it a solid foundation which usually makes for more accurate rifle. Good luck.

Ok that makes sense, my other part of the question that I forgot to ask was, I know on some guns the barrel is free floating, others aren't can this be done after the fact , and should it be done, and what effect will this have?

If you haven't already, do a search on the gunsmithing forum more info there. The effect will be dependant upon your rifle.

Yup that is the way it WAS done 40 years ago, mostly on wood stocks.
That technique won't work well on todays aluminum blocked fiberglass stocks.
I can remember doing it that way long ago, as an apprentice, when a good bedding job paid you $15.00 to $20.00
Oh how things have progressed.
