New to ARs and have some questions

I'm looking ino getting my first AR/Building my own, but I do not know the first thing about ARs.
If I am going to buy a full AR I think I will go with the Norinco CQ-A, simply because i have read many good things about these rifles on here and the price point.
If i were to build my own though what would i need to buy? An upper and lower of course, but I have read so many people talk about parts kits or trigger kits or something of the such but I have no clue.
If anybody could share their opinion of the Norinco ARs and explain to me about building an AR from scratch it would be much appreciated.

Also I was wondering if it would be possible to get a 7.62x39 upper for under 1000, seeing as it is one of the cheapest and readily available calibres out there.
 
I'd also look at a NEA AR. While slightly more than a Norc, the huge difference in quality easily justifies the slightly higher price (still $1000). Before tackling building one on your own, I'd get some practical experience with your AR first. You can buy separate complete uppers and lowers, but once you start getting into individual parts to build one from scratch there's a short list of components/kits you need - plus the associated tools.

There are also several dealers (ATRS, OST, etc.) that specialize in custom builds and are worth checking out.

I agree with the above, buy a Norc or check out this forum, a dealer here is aiming for the below 1000 price point and the quality would probably be better. Then shoot the hell out of said AR. Build your next one (there is always a next one). Ammo is going to cost a lot more than the rifle over a fairly short time if you shoot a lot anyway. If price point is your main issue dressing up a rifle even with reasonably priced triggers, flip sights, cool stocks, and especially red dots and such will really sap the bank account. Believe me they add up quick..... but totally worth it :)
 
I have seen many people talking about NEA ARs but I'm still really new to this site and firearms in general. My collection right now consists of a 1926 tula marked Mosin Nagant ex Dragoon, a Russian SKS forget the stamp, and a ruger 10/22. I love my Mosin, Action works perfectly, no sticky bolt whatsoever and really fun to shoot.
Anyway, my main point is what does NEA stand for and where can i find them online to look at, I have searched NEA ARs but havent gotten far...
