It will most likely be restricted.

Fits AR uppers... Lower an be used to upgrade existing ARs, so just a variation on an AR15 theme.

The h&k 243 is also an AR

You mean the MPX. The C shoots rifle caliber cartridges like .223 amd .300 Blackout. The P shoots pistol calibers so more in line with the MP5.

Yes I've shot, Yes it's cool and it performed flawlessly. I wasn't concerned about the accuracy as I had to get rounds down range as quickly as possible to test it and time was running, it went really well.

How do you figure that? The hk 243 is derived from the g36. Which is nothing like an ar. If I'm not mistaken the SL8 is also g36 derived, and non restricted.
