What on a regular rem 700 bolt action rifle constitutes the "firearm"?

I know on an ar15 the lower receiver is what is needed to be registered ect..

Is it the action minus the bolt?

I belive it is the action and the bolt? When I bought my Barnard model P action from Robertson Composites, it was registered as a firearm.

The registered part it the legal firearm. On an Ar-15, it is the lower receiver, on a Swiss Arms, it is the upper receiver, and on a rem 700, it's the receiver.
