So I am venturing into th AR game and I have one on the way. My questions are as follows:

1) Can I buy a complete upper and replace the one that came with the rifle if I want a different set up ?
Let's say I want a shorter barrelled set up
(Stag arms AR Varmint )

2) Do I have to register uppers or can I just simply order one ?

1. Yes you can switch uppers and it drops right on.

2. The only registered part is the Lower. Uppers do not require an RPAL to purchase.

Upper receivers are non-firearms, and as such do not require being registered. However, if you make permanent modifications to a firearm i.e. barrel length, you are supposed to notify the CFO of that change within 30 days to update the registration cert.

all of that being said, if you swap out the upper for the purposes of shooting, and replace the original back onto the lower receiver.... are you permanently modifying the rifle?
