You must be a member of a range. They will not even approve a transfer of a restricted to you without a range membership, as about the only "reason" they will accept for ownership is target shooting. Once you have a membership, and buy a gun, the transfer will take place. After your first transfer, you will get a new pal card that will have the ATT conditions attached to it. You do not have an ATT until you get the new card/paperwork with the card. First transfer takes a while(weeks), after that it takes hours/a day or two(Alberta). Regarding the ATT, there is some debate as to whether you need to carry the paperwork that comes with the new card, I do, I keep it with the registrations in my range bag. Even once you have an ATT condition attached, It only covers you to and from home and specifics places(licensed ranges/smiths/stores/shows etc) not a private residence where you might have purchased it from.
