Hey guys, I just got my restricted licence and I'm looking to purchase my first handgun. I have no idea how this works, and I am not a member of a range. So when you buy your first restricted firearm, there is a waiting time for the CFO to approve? Also can someone refresh me on the ATT? Is it attached to your rpal now? Can I not be a member of a range and just pay the walk on fees and shoot? Sorry for all these newbie questions.

You must be a member of a range. They will not even approve a transfer of a restricted to you without a range membership, as about the only "reason" they will accept for ownership is target shooting. Once you have a membership, and buy a gun, the transfer will take place. After your first transfer, you will get a new pal card that will have the ATT conditions attached to it. You do not have an ATT until you get the new card/paperwork with the card. First transfer takes a while(weeks), after that it takes hours/a day or two(Alberta). Regarding the ATT, there is some debate as to whether you need to carry the paperwork that comes with the new card, I do, I keep it with the registrations in my range bag. Even once you have an ATT condition attached, It only covers you to and from home and specifics places(licensed ranges/smiths/stores/shows etc) not a private residence where you might have purchased it from. If I am incorrect on any of this, I am sure someone will post a correction. Cheers.

bro ..your allowed to purchase your firearms without range membership in Ontario then join after , that's what I did got my AR15 then join Base Borden gun club after .

Could you take possession of it, or have it transferred to your name? Or did you "buy" it, and it stayed at the gunshop/range, in their inventory, until you finalized the transfer?

you have to wait for the legalities of transfer then , mine took a week ....then stores called i picked it up

Yes. I had 2 handguns and an AR-15 in my possession for a month before I finally joined a range. You can just tell them what range you intend on joining when you buy and that's good enough in Ontario.

Typical "clear as mud" Canadian laws. Every CFO is different it seems. In Alberta the CFO won't even process a transfer without having your range membership on file. I forgot send my renewed range membership into them, and they sent back a letter stating they would not proceed on the transfer until I provided it, emailed a copy and it went fast after that, but, held it up until I did.

So I would be ok to make a purchase before applying to a range?

Yes. I have a restricted and the transfer went through and no one asked me about range membership even once. I even got a new PAL in the mail with all the ATT conditions attached. (I'm also in Ontario). There's a range near-ish me that will let me bring my restricted there after I complete their in-house safety course - I don't even need to be a member.

Awesome! I'm hoping silverdale will let me do the same thing.

That's the range I was talking about. Take their "Handgun Safety Course". I haven't done it yet but was told that after I complete it, I'll get a letter saying I can bring my restricteds there as a day pass guest. Eventually I will get a membership (not accepting applicants for 2016 anymore) but I'd have to take this course anyway, and this way I can get a head start shooting.
