So I called the CFO again today, and spoke to the Firearms Agent I was refered to. Turns out he was very helpful and informative, and had no attitude. Since I'm out of Edmonton Alberta this agent was out of the Edmonton office. He said that there are no federal or provincial (Alberta) laws that prohibit target shooting at night. My scenario was for shooting on rural privately owned land in Alberta. The officer told me I need to contact the regional municipality to verify there are no bylaws prohibiting such activity. Also, I'll need to be "on the same page" with my local fish and wildlife officer, and local RCMP constable, since they are going to be the ones who are going to give you grief if they have to respond to gunfire complaints after dark. Finally, he said it would be a very good idea to notify any neighbours who may wind up hearing the shots, as those are the people who are going to call the law enforcement in the first place.
So to condense this, you need to make sure your municipality, RCMP, Fish & Wildlife, and neighbours are all in the loop, otherwise you could end up with an unjustified charge of something to the order of commiting an unsafe firearms act or poaching, which would be very difficult and expensive to deal with even though they may be bogus. Unless my municipality has something on the books, there are no laws (at least for me) living and shooting in Alberta that specifically prohibit such activity.
