I'm getting my first new rifle in 20 years - Tikka T3 Varmint in .223 - will be used for target and groundhog. I also need a scope and my first choice right now in my budget ($500) is the Nikon Monarch 3, 4 - 16 x 42. Is there anything else I should be considering in the price range? I haven't found a lot of reviews. Also, what is the best base/ring for this set up?

I just came back from the range sighting in my new Nikon Monarch 3 3x12x42. Very please with it. Clear glass, the turrets controls are tight and precise and I like the parallax push to stop turret. The bdc reticle is ok (whent from 100 to 200 with the first circle below the crosshair and missed by a hair the bullseye) but the circles are too big for my taste. In my opinion, it is less precise than the zeiss z600 and leupold B&C reticle. If I were you, I'd go with the mildot reticle. All in all, for the money, you can't go wrong. Many people speak well of Sightron products also...
I like a lot the Warne rings, specially the quick detach (I bought the medium height and it's a perfect match). Talley rings seems also very good...

As much as I like Nikon scopes for the price, I would never own one of their BDC reticles. Those silly circles are a hindrance for precision shooting.

Bdc is not a precision style reticle its for fast effective hits on target. If you're into precision you should be spinning knobs and running a fine cross hair.
