I haven't seen any retailers advertising NIKON scopes on the web in Canada.

Does anyone out there happen to know who sells them in Canada?

Yeah, if Cabelas keeps the same stock. Watch tightening the rings when mounting, the tubes on those Nikon scopes crush real easy.

I am wondering how tight do you usually tight down your rings?
I have two Nikon scopes and I tight them down between 22-25 inch pounds. I actually do that on all my scopes and that is pretty much all you need.
I have seen guys that buy scopes in the high hundreds to over a thousand but won't invest in a $70 torque wrench and over tighten the rings and ended up leaving unnecessary marks on the tube.
