No.4 Barrel, How Short?

The ballistics will be affected if you cut any of the barrel off. How much depends on how much you cut off. Velocity will be reduced by about 50 to 100 fps per inch.
A No. 5 has a barrel length of 478mm(18.8"). The muzzle blast and noise is significant at that length. A standard No. 4 has a barrel length of 640mm(25").
However, accuracy may be improved with the new crown. Just re-crowning can help accuracy. Assuming accuracy is an issue.
Slug the barrel before you do anything. Poor accuracy may be the result of using the wrong bullet diameter for that barrel. No.4's can measure between .311" and .315" and still be considered ok. Larger than .315" and the barrel is shot out.

It's not that I'm looking to improve accuracy, the rifle shoots just fine as is. The problem is it must have been one of bubbas early attempts at gunsmithing. I'm just looking to turn it into a spiffy bush carbine.

It's impressive how much shortening the barrel increases the kick and muzzle blast...think Jungle Carbine.

I'd image a muzzle break would help to relieve some of that.

A company in the US makes a 7.62x39 conversion for the Enfield that uses a 16 inch barrel.

That there is basically what I want it to look like, but still keep it in .303.
So I guess I'll just change my question up a bit. With the barrel cut to 16", am I just looking at a glorified pop gun?
Or would it be good enough for bush gunnery/short range purposes?

That would be a prohibited weapon, unless it was a factory made barrel which when installed maintained the overal length of 660mm or longer. It wouldn't hurt to have a receipt for the barrel from the manufacturer. You can't cut an existing barrel shorter than 18.5".(or is it 18"?)

Yes your limited to 18 1/4" or 18 1/2" and some crowning work.

My tanker that I'm building is 21 1/2",but looking at it I think if/when I build the next one its going to be shorter, I'm thinking around 19" perhaps 18 1/2"
