Semi-auto firearms less than 18.5" barrel are restricted.

That's a little broad. "Firearms" - Pump/bolt shotguns can be down to 18". As for bolt action, or any non semi-automatic rifle, centerfire, I may be incorrect, but I was under the impression one could take it down to 18". Semi, yes 18.5. - I didn't catch the part in the video, that these modded SKS were 'Restricted'.

I would guess the person who originally cut the barrel didn't measure, care or realize. They cut it to the barrel profile change.
