Ok, I have a sporterized Parker-Hale No4Mk1/2. I had a couple questions. Should the barrel be free-floating? Also did Parker-Hale omit the king-screw bushing? This one is missing it.

There should be a bushing. Probably the rifle was disassembled at some time, and the bushing got lost. Once a bushing of the correct length is installed, you will be able to decide about the barrel.
 
The front action screw should pull up tight, no play in the forend, but without crushing wood. Originally, the barrel would have contacted wood at the reinforce just in front of the receiver, and out at the end of the stock. You could try contact at the breech, floating the rest, or build up a pressure pad toward the end of the forearm.
