Non consistent bullet seating depth in .223

For thoses who push the bullets in the riflings, I have read few years ago about extremely light neck tension, seat little higher and the bullet would just seat to the riflings with the same pressure every shots. I can't remember where and I never tried it
 
This vid points out one thing to be checking on a comparator tool when you buy it, he didn't check the Hornady tool. And the one he recommends is a stupid price, but, the point he makes is valid.

I now have a devise which sits on the ogive of my bullets. i can measure them very accurately. Now I have to find some kind of insert for my seating die so it sits at the proper spot on the bullet which is being inserted into the case. What do you recommend?
