If it is the lower receiver of an AR that is restricted, would it not be possible for a company to design a new type of non restricted, semi only lower that would fit an AR upper?

Or an altered lower from an existing NR rifle that fits the AR upper?

Just putting it out there...

Even the lower can't fit into AR can be still considering as AR variant
HK MR223 is perfect example. The MR223 lower and upper are not even work with regular AR

Don't forget duct tape. Isn't that how the lab got the first ATRS lower to attach to the upper?

Yes. They duct taped them together, enough to make it fire one round. VARIANT. Always remember there are no lengths that the RCMP firearms lab boys will not go to in order to limit access to a firearm they don't like (which is most of them and absolutely every black rifle on the planet).

What might work is if you design a new upper/lower that are not based on the AR, but takes AR internals (bcg, trigger pack, barrel, etc.).

If you used all the internal parts I am going to bet they would call it a variant. I think this was their justification for restricting the M&P 15-22 and it only takes trigger parts and looks like an AR cosmetically.

Just base your idea off a NR rifle that accepts ar mags, parts etc and go from there to make it look like an AR. That's what im planning on doing.
