For future reference, please use the search function before posting a "general" question. Makes things easier and doesn't clog up the page with 236 of these "NR AR?" Question threads. Stick around and you'll know what I'm talking about.
 
Whatever upper you put, it will not stop the AR-15's will of blood. It will wake up in middle the night, load itself with evil 30 round magazines, and go out on the street spreading terror and rampage, especially among children. Only the wise members of the Order of Council have been able to successfully cast the "Restricted" spell and trap this evil spirit...

All joking aside;

If a firearm has been labelled as a handgun, or as an AR-15 then it is restricted automatically. Barrel length, and any other criteria don't matter.

Any other short-barreled rifle can be made non-restricted with a long barrel and re-certification. But not a handgun, and not an AR-15.

Bill C-17 came from the PCs under Kim Campbell: ""In 1991, Bill C-17 tightened up restrictions and established controls on numerous firearms with military background. Brian Mulroney was the PC leader until June of 1993 so Bill C17 went in under his watch not Kim Campbell. Of course how could this happen, our Conservative Party selling out gun owners. Well Brian was popular in the early 80's however one book sticks out in my mind called "On the Take" written by S. Cameron ~ Crime, Corruption and Greed in the Mulroney years. I am sure that Mr. Mulroney was above reproach and that there is no way a politician would only look out for their best interests, and not their constituents :rolleyes:

Now, the Liberals brought us the current Firearms Act, along with the three classes of firearms and licensing which pit each class against one another, discriminate, all the while waiting for attrition in the classes to effect their ultimate goal, confiscation.
