so I got on board the panicwagon and bought myself my first stripped lower. I just received the registration from the CFO and it is registered as a receiver only. Obviously, that's what it is, but if I build it up, add a barrel, etcetera, do I need to re-register it? And if so, do I need to re-register it anytime I change barrel length?

All can be done over the phone within 30 days of any change. When I built my first AR I called four times and they had no clue what I was talking about though. I found telling them you need to change the barrel length was they key word and the folks they transfer you too are great.

Thanks. And I assume that it's got to be kept in the safe until the revised registration arrives.
Well your not supposed to bring it to the range without a registration certificate, even though it’s obvious that it’s registered to you.
If you get stopped and asked for a registration certificate and can’t produce it, the LEO can seize your gun, you then have 14 days to produce a registration certificate.

Any LEO that would seize your rifle in this situation would have be a bit of a ####, unlikely but possible.

well, it kinda was. I got my girl to read that part to me over the phone.

I was trying to decide if I should order an upper and LPK for it, or just leave it as a "protest upper". Now I know it's no big deal to get it re-registered. If I order those parts now, they'll get home around the same day I do.

If there is a ban, you may not be able to re- register.
But as of right now, who knows.

I like to change uppers at the range, call the CFO, and change back mid call.

Simple answer - an AR15 lower receiver doesn't have a barrel length. If the law says it has to, the law is an ass.

It is a "status" change going from a "frame/receiver" to a "firearm", how you transport your firearm as a whole or as separate upper and lower is irrelevant, an AR is treated the same as any breakdown rifle or multi-cal rifle like the Thompson Center arms, Pro Hunter and Encore. long as all the pieces are their and you can mate the two halves together without any tools it is a fully functioning rifle capable of discharging a round.

If you think you can just keep it registered as a receiver only, take the time and read the exact wording of your ATT it only only says "firearm", no where is the words "frame and receiver" mentioned.
