I have to let the trigger of my Norc go all the way forward to rest before it will reset. I don't have to do this on my other pistols. Is this normal or can I adjust something to correct this?

Without having your gun on hand, it's difficult to be sure. Do you actually have to take your finger right off the trigger for it to reset?

This is normal on a 1911 because their triggers don't have much take-up. Other designs, such as DA/SA pistols or Glocks, by their nature have triggers with more take-up and hence the trigger can be released to considerably less than the full forward travel to reset.

When you pull the trigger back to fire the gun, is there a fair bit of travel before the hammers falls ?
If so, the part of the trigger bow that contacts the sear may need a little adjustment.
I would suggest also checking the 3 fingered spring . It may need to be replaced.
