The rubber buttpads are readily available though personally I prefer the normal USGI pad. Maybe start by checking Marstar for the pad.

As for bedding - what are you trying to do? Remove bedding from a stock someone bedded to a different rifle? If so, you either have to grind, chisel or scrape it out. There is a good chance you would have to re-bed afterward because your stock bearing surfaces were likely inletted for the bedding compound.

I think he's looking to remove the steel stock liners. I'll second Marstar for the rubber butt pad, which I like as well as I find the steel ones slippery.

If you're looking to remove the stock liners, 2 finishing nails and vice grips work. (Thanks m14doc!)
You can also find rubber buttpads on ebay, just search m1a they'll show up.

:)

To take out the stock liner, I just used a small set of needle nose pliers. Put a point in each hole and turn. I suppose some snap ring pliers would work well for that as well.

The more permanent solution is to get an old wide flat-head screwriver and grind two points into the tip and round them with a file for the exact spacing. This will guarantee you don;t bugger up the holes :)
