I put some CJ-93 over a chrony in late fall about 2 years ago. I was getting 3150 to 3225ish out of an 18" AR. Not the most accurate or consistent stuff but definitely hot. I don't think I ever broke 3000fps with federal 55grn. More like 2900 or lower.
I have chronied it out of an 18.5" barrel quite some time ago and if my memory serves me correct, it easily broke 3100 fps. It is a Chinese attempt at M193 ball. Hot stuff.
3200-3250 out of Mossberg MVP Bolt, 24" heavy barrel I believe. Approx 1.5" groupings consistently, handloads in this rifle capable of 7/16" YMMV.
The "fliers" were likely caused by the not so odd deviation of up to 250fps I experienced.
Approx 3000 from 14.5" Norinco AR.
If the shooter gets .5" groups with other ammo, but the same shooter gets 1.5" groups with norinco ammo. Is it the shooter or the ammo.
I am just going by claims of people here on CGN, in this thread as well. I am just wondering why people are getting excited over a few more FPS, but don't care that it is 3 times less accurate, or worse. With up to a 225 to 250 FPS spread. That's all.
3030 out of a 14.5" AR. Not many people getting .5 in groups out of there AR's around here. Norinco shooting 1.5-2" groups out of an AR is cheap, accurate enuff fun and no reloading. Wish I had 20k rds of it.
