norinco jw-14 help please

Hi Guys,
Just bought a used norinco JW-14 in oshawa and the thing only slam fires!!!!
when i insert the mag and charge the bolt the trigger does not fire
I then pull back the bolt and remove the round, when I let go of the charging handle it fires,
thank god I had it pointed in a safe direction???

any ideas??

Was that the one on EE?
 
no a shop in oshawa,
also bought a mossberg, haven't tried it yet it seems to have spent it's life in a hay bale, hay in the guts, will need a thorough clean before i put a round through it!
