Are all Norinco M14 bbls chrome lined? I bought a barrel and it sure doesn't look chrome lined. Maybe I'm mistaken, but it doesn't look that way. This actually might be best for a chop job.

chop jobs are a LOT easier with the non-chrome lined barrels. Also, if you want to do some integral porting, the non-chromed are the way to go. If you have a non-chromed standard profile aftermarket barrel, it is most likely a Springfield. If it is a MILITARY marked standard profile non-chromed barrel, you might have one of the very rare MATCH barrels. If it is a HEAVY barrel, probably Barnetts

The flash hider end looks parkerized, right up to the lands, which also look like bare steel. The chamber end has circular machining marks and doesn't look chromed. The only markings I can find are that the top of the barrel has an index line and its marked O'O. I bought this barrel used from the US and was told it was Norinco.

If it has metric threads at the FS end and the gas cylinder lock part, it's most likely a Norc. Otherwise, its either a NM or commercial aftermarket barrel. USGI barrels are stamped with the military part number and manufacturer's code.

I have never seen a Chinese M14 barrel that was not chrome lined.
Most that I have have been as good of shooters as USGI chrome lined ,so I see no need to change them . I would like to have a 16" chrome lined version built on a Chinese receiver though .

Perhaps I'm expecting the chrome lining to shine reflective like a chrome plated car rim, and that's not how it appears in the chamber? I can't see any difference between the chamber finish and the breach face of the barrel that looks like raw machined steel, but perhaps its subtle?

Hard chrome ,which is what is used on barrels will not look like the shiny chrome on your bumper .
It will appear more like a dull silver color. The breech is hard chromed also, that is most likely why you see no difference .
Chinese M14 barrels are very well made IMHO .
