Norinco M14 Op-Rod and Gas System Alignment

I am looking into buying a Norinco M14
I got the chance to inspect the rifle. I liked everything on it except for one issue:
the op-rod and the gas system don't line-up properly

is this a safety or reliability issue?

Is there a way of fixing it?

Mine is like that as well ! and the gas cylinder has been tiged in place . I was told the the rifle had been to see Hungery on a weekend clinic . I would like to know too ! I am going to the Dec clinic so i guess i will find out about it then.
 
you remove the oprod guide, and the gas assembly.
you check the gas assembly during removal for any rotational play (side to side)
if present, gently peen the corners of the mounting splines with a punch, evenly to each spline.
using same punch, dimple the surface of the barrel's oprod guide location, evenly all around to distort and raise the metal.
then apply red loctite to the dimples(optional)
then reinstall oprod guide and pin
then reinstall gas assembly
then install oprod
then adjust oprod guide with a rubber mallet or similar tool to align center of gas piston with center of oprod tube.
done like dinner ;)
