I have both, but what hasn't been said yet:
-A .22lr conversion kit drops the cost of operation substantially for the CQ
-The paint on both guns is ugly, but the paint on the CZ "ages" well (as in, it gets chipped but it more or less holds). The paint on the Norc does NOT age well - it flakes off and becomes a disgusting mess to work with.
-Upfront, the CQ is more "shootable," I find, with less muzzle-rise, less recoil, and a more crisp trigger; whereas the CZ, I find is a mule to shoot with a lot of muzzle rise, beefier recoil, and a lot of creep on the trigger.
-Upfront, the CZ is a better value with more accessories.
-The CQ has better upgradability (although handguards are a ##### to find and install)
