I've heard that the buffer tubes (and other parts?) on the Norinco CQA aren't Milspec - if I want to install a Magpul multi-position stock, am I able to? What would I need to do to modify it?

You buy a commercial stock...
Some of the buffer tubes are oversized for commercial tubes (I've heard this once) you should be fine with a commercial stock, if not you can take some material off the tube. As far as "other parts" go, the length between the delta ring assembly and the handguard retainer may be shorter than it"should" be. Beyond that and the somewhat odd safety, everything else will swap in/out just fine.
