Hi guys, sorry, but I just can't resist having my say on this.

First, it makes absolutely no difference what number you are on the presale or any of that. If a new Type 97 comes into the Canadian market at $999, there will - in very short order - be one available for purchase for each and every $999 worth of demand. The issue is, when they show up in Canada, do they move on to the distributors and retailers, and then to the consumer in a matter of days or weeks as non-restricted firearms, or is there more to it than that? Sadly experience tells me that option B is much more likely.

I was one of the people who was intimately involved (as a lawyer) with the attempt to save the original Type 97A carbine. There remains a publication ban on the "modes of conversion" to automatic fire, but I think it is fairly well known at this point that the T97A blatantly contained full-auto trigger components - for cost saving, simplicity reasons, I presume - and therefore easily failed the Hasselwander test. Alot of dedicated people across the country spent a lot of time, effort and money trying to argue to the conhtrary, but that one basic fact doomed the whole endeavour.

Of the original Lever Arms shipment of 50, about 30 firearms were sold to the public, Restricted registration certificates were issued to the buyers and they took them home and shot them at the range,,, for a period of YEARS. Perhaps the biggest piece of fallout from the whole T97A debacle was that the RCMP/CFP has clearly taken a "never again" approach to these situations, and has instituted a policy whereby, in the case of a "semi-automatic version of an automatic firearm" a sample must be sent in to Ottawa to address the Hasselwander issue (is the firearm readily convertible to automatic fire?) and any other concerns before an FRT# number will be issued. There is no more classification on the basis of available literature, with a verifier, etc., as was done in the past.

We have seen this same problem plauge many other "semi-automatic versions of automatic firearms" businesses have been trying to import to Canada recently. Skorpion EVO3 and others come to mind. Even if a firearm passes Hasselwander, it seems to take 2 years or more to get a decision.

The problems that I see with this new T97 are: the Type 95, Type 97 and Type 97A are already all in the FRT as prohibited firearms. A new model could be added which was classified as restricted or non-restricted, but that could only be done if a sample was sent in and verified by Ottawa. Has that actually been done? In the absence of this, all this pre-order "which number am I" B.S. is just laughable.

I hope that all the work has been done to line up a new T97-type firearm for the Canadian market, but the last three attempts at it (Lever shipments 1 and 2, CanAm shipment 1) were all NOT done properly - I know the owners of these businesses quite well and I think they would be the first to admit that.

I'm going to contact Chris (at CanAm) and see where he is on this. I know he has been working on a new firearm that looks like the Chinese service rifle, shoots .223 ammo, and meets all the legal requirements to be sold as a restricted or non-restricted firearm in Canada, for some time now. If this is the time, if all the work has been done, a sample submitted and approved, and the guns can be shipped out to buyers when they get into Canada... then a I'm fine with a pre-order. Otherwise I think we are all jumping the gun here.

BTW, I have nothing but good things to say about SFRC, and I know they are not charging anyone anything at this point, I just think we are all getting ahead of ourselves a bit.
