Norinco USA?

Interesting .... Maybe the Chinese have found a way around the Clinton ban ?

The Clinton ban only bans imports. It is silent on the idea of a company setting up in the United States and building rifles. Actually these would be completely legal because they could have 100% American made parts. No different than SA, LRB, FA, SEI, etc.

But I agree, the website is iffy. I did drop an email to the contact address on CJ Weapons website so maybe we'll find something out.

perhaps they bought back the tooling for these rifles from china... seen as china is apparently not making them anymore

Castings and forgings of items on the US Munitions List are still subject to the controls

§ 447.22 Forgings, castings, and machined
bodies.
Articles on the U.S. Munitions Import
List include articles in a partially
completed state (such as forgings, castings,
extrusions, and machined bodies)
which have reached a stage in manufacture
where they are clearly identifiable
as defense articles. If the end-item
is an article on the U.S. Munitions Import
List, (including components, accessories,
attachments and parts) then
the particular forging, casting, extrusion,
machined body, etc., is considered
a defense article subject to the controls
of this part, except for such items as
are in normal commercial use.

Given that there is still an arms embargo against china, at least as of 26 Dec 07 (see bottom of this link) there is likely no chance that any parts of Chinese origin will enter the USA again.

If the parts were already there then maybe, but this screams "vapourware".

My $.02.

All one needs to do is make the barrels and receivers in the USA along with the hammer and trigger for the M14S and they would be domestic manufactured and satisfy 922r. Also, Norinco sells 870 copies, Ithaca 37 copies, and other "sporting" firearms into the USA, even to this day.

Not to mention that shotguns aren't affected by the Clinton ban ... And are still happily sold in the US to this day as far as I know.

Someone (maybe even CAnAm?) was explaining that patents cover inventions, not the overall look and shape of an item.
So if Acme Arms came out with a completely new way of cycling the action, that portion of the gun could be patented.
But a gas operated, mag fed, wood stacked, 308 cal gun is open to anyone.

Registered Industrial Design is how the look and shape of a firearm and its parts are protected. Its sort of like copyright, but for the shape of a design that isn't otherwise patentable invention. That said, I am guessing the M14 is out there in public domain, in other words no one has a claim to its exclusive manufacture.

The reciever and bbl are the best parts of the M-305 (IMHO). So these would have likely the following:

Cast reciever w/ unlined CrMo bbl. Chinese stock, trigger bits (less hammer), gas cylinder, op-rod, sights, stock, bolt, etc. These parts could be in States (like some Polytech AKs that were in customs when the ban come down, and were just released as parts a year ago), but I doubt it.

As well the parts would be metric.

Don't get me wrong, I love shooting my M-305 and it is great value for the money. At best this seems alot like a ghetto version of a M1A.

From the horse's mouth

Here is what I got back from C.J. Weapons. I am now tentatively excited.

"Well the Cat is out of the bag, How did you hear about NORINCO-USA no one know about the starting of this Company. But yes we got all the blueprint out of China and some of the equipment and tools. We will be making Drums, Mags, AK, (All types), M14S, Dragunov, and Acc. I don't want to let everything out but is going to be great for the next few years. NORINCO China can't sell weapons to the US so they let there trademark go we applied for it and got the web domain, NORINCO-USA.Com. We are about 6 to 7 Months out.

Thanks

I already sent him a couple suggestions based on my experiences and what I have read on the board.

Perhaps, they are importing cheap Chinese workers to do all the necessary hand fitting and assembly.

OTOH, there are other well known M-14 makers. Why would you want to import a name that has a less than glowing reputation?

I get a kick out of the fact that people on this board have been pumping up the reputation of the Norincos and slagging SA due to the high price and quality for years and now that someone in the US is going to build the exact same rifle using the Chinese blueprints and tooling and now we are slagging them? Come on guys, is this an honest evaluation of the product or is it pure anti-Americanism? How about if we give the guy a chance to build his rifles and see if they are any good and if they are reasonably priced. If we can get a quality Norinco M-305 in the US for as little as seven to eight hundred dollars I certainly would be happy. Not to mention that the number of people making parts is going to increase as more and more American owners have M-14s to build. Maybe Hungry and Skullboy can start touring the US doing M-14 clinics. Maybe those of us who got in on the ground floor doing our own work can open up customization shops. Maybe, maybe, maybe. Either way, who cares. Nothing bad can come of this.

Shades of 1964! Forget the Beatles and the British Invasion! It will be 2009 and the Canadian Invasion! :D

I won't be there at the SHOT show (one of those things I promise myself to see at least once before I die), but considering the 4th rate product that SA is putting out these days, I welcome the extra competition ...
