Norinco YJ12-2 (870 DM clone) bolt lock problem

As you can see on the pic above, the left action bar is just sliding past the stop. I think the two bars supposed to meet head on and block the action from being pulled back.

I am able to pull the action (kinda) without pressing bolt release lever most of the way, and it gets sticky in there.

I am guessing this is just a case of crappy tolerances. Not sure if anything can be done about this. Suggestions appreciated.
