not enough 22lr pistol carbines out there

Once a pistol always a pistol, rebarreling won't change anything. It would have to come from the factory in that configuration.
 
Guess the first thing to clarify is what the frame is on a ruger MK 1 2 or 3 pistol is.
My understanding is that it is the top portion and not the grip. If this is the case it would not need to be classed as a firearm (like the CCU carbine kit).

If it is the grip we are SOL.

Supposedly, it will come in .22 WMR, .17 HMR and .22 LR.

I saw the Beretta at the SHOT show, nice piece of kit, but it would still be restricted as it is a kit that attaches to the pistol.

The upper receiver/barrel is the registerable part of a Ruger MK2. The pistol grip is a non-registerable trigger group.

The barrel is not easily removable from a Ruger MK2 upper receiver. The kit pictured in the OP has to have an upper receiver and barrel. It would not use the original pistol upper receiver. Thus it would not be classed as restricted because it comes with a new upper receiver and a long carbine barrel.

The frame is the registered part of a handgun not the barrel. I am not sure if the rugers barrel is considered a reciever but I wouldn't think so.

You are correct however the barrel of a Ruger MK2 is not easily removable from the upper receiver so in practical terms the two are the same thing.
