not enough elevation

Mounted a 3x9 bushnell on my boys 243 weatherby , tried sighting in and bullet hits 4 in low at 100 yards with no more
elevation . Has this happened to anyone else ? also whats the cure ?
 
Turn the elevation turret all the way down then back up again, that might fix the internal problem.

Maybe it's got a 20 MOA rail mounted the wrong direction?

Or the scope is hosed.
 
Take the scope off and run a straight edge on top the bottom rings and check
to see if the bottom of the straight edge is parallel with the barrel.
Might be the start of a good indicator.
 
If none of the above "fixes" work, buy a set of Burris rings that have the adjustable plastic inserts. You can add about 20 minutes of elevation with them.

If it is a one piece scope base, you can put a shim under the back end. Crude, but immediate and cheap.
