Not enough scope elevation after Wartak install

Hi guys, so i picked up an Sks (Tula 1953), last week, had it at the range and decided I hate shooting iron sights. The Wartak rail arrived today, and after the installation and mounted a older bushnell scope I had laying around, I can't adjust the scope enough to line up the crosshairs onto the laser bore sighter I ordered up as well. The POI is much lower than the bullseye. Any suggestions would be appreciated!
 
If it is a sighter that slides onto the barrel, be sure to spin the laser in the bore. Then take notes of the highest and lowest points. Also the farthest to the side. Now you have a real center point to aim off of
 
Ditch the laser and just go to the range. Start at 10 yards and a big piece of paper for a target. You will have it zeroed quickly, then move the target to 100m and do final adjustments. All those type of rails work very well for mounting a scope on the SKS. I have a few of different brands and they all are good. I'm sure somethign is misaligned or funny with how the bore sigher is, rather than you are out of adjustment with your scope.
 
my magwedge broke :-( !!!! the pin strated to drift out, then the steel pin, bent the alum hole on the rail rendering it garbage.....called magwedge, and the guy told me im the only one who has called him to say it broke...he offered me a discount on a new one which was nice but.......i took it as Siminov telling me to keep it iron and shoot it the way it was intended...don't put your faith in these stupid rails...this rifle is not meant to be scoped, good luck .....get a mosin and scope that, you'll have better results
