Not renewing range membership, what happens?

When my father didn't renew his range membership he got a call from the police and they said if he does not renew he should sell his restricted or give them to the police for destruction.
 
Not anymore.
My club supplies an executive list, insurance, etc but we don't get asked for members list.
And this is in Bantario of all places....
