Because the overall length is more than 26". Barrel length doesn't matter in Canada as long as it's from factory if it's shorter than 18.5". Ie: you ant cut a 20" shorter than 18", but you can buy one thats 6" as long as that's how short it was when it came out of the factory.

The 18.5 inch minimum barrel length for non-restricted status only applies to centrefire semi-autos.

OAL doesn't matter either if it is factory made and not a handgun. Hence the mares legs.
