Now, I wouldn't say I'm an good shooter. I've got blackbadge and I can shoot the steel chickens from the 30 yard line with my glock and sig. I am having issues with a friend's NP28 though. It is grouping correctly but is shooting low and to the left.

It hasn't gone thru a gunnar-tunage, and he doesn't want to spend the money on that at this time. I offered to help him by taking the dremel and just polishing up some of the surfaces, trigger job etc. But what can I do about the shooting low to the left - consistently

I'd say the holes are down 6 inches, left 3 inches.

Very normal for people shoot a new gun, the different of grip angle and trigger pull will affect everything until you get use to. It happen to me too when I try my new gun.
