The NSCC 2012 Rulebook is now available on the DCRA site.
There are some changes in the Service Rifle matches. Have a look.
 
An interesting read. I like the way the service rifle matches are evolving.
Eventually, I would like to see the deliberates move to a slow rapid with sighters.

The round count for M1 to M16
24 sighters with 160 for score: Total of 184 rds
HPS of 800

Scoring Rounds by Range
100m = 20 (all standing)
200m = 38 (10 must be kneeling and 18 which may be shot sitting)
300m = 36 (all prone)
400m = 34 (all prone)
500m = 32 (all prone)

The reason I like the indicated deliberates at each range is the ability for a shooter to show up at NSCC and be competitive even if they missed the walk back.
The 400m matches seem redundant to me I would rather have 5 matches at 200m, 300m, and 500m. It would give us 15 matchs and far less moving back and forth on the range.
 
My brother who is a civilian is planning on attending NSCC this year.
As such I have tried to step back and look at it from the view of the civilian Tyro.

Because each of the 16 matches is stand alone - even if fired in relatively short order - a Tyro can focus on shooting each match, and not be worrying about what is coming next. The intent is that a new shooter isn't overwhelmed, while an experienced competitor is still challenged. NSCC is open to all comers; the matches have to reflect this.

Biggest changes are in the snaps and rundowns.
