I have a bushnel LER scope and it appears that the rear lens is adjustable with a locking ring to keep it in place. I'm wondering what exactly that changes?
 
Probably a focus ring to set the adjustment to your eye so that the crosshairs are sharp and in focus. You set it by looking out at a distance, say blue sky, and quickly moving the scope to your eye. The crosshairs should look immediately sharp. If you hold it to your eye long enough, the eye adjusts to the scope. Don't do that. Have it set so that its sharp upon immediate shouldering, having your eyes currently focused on infinity (the clouds). Hey, did you ever find any wild boars?
 
I don't think that's the intent, but I couldn't tell you for sure. Its possible it has some slight effect, but the power setting has more effect. You really want it set up for minimal eye strain and sharp reticle.
 
The ocular focus is adjustable via the ocular housing and ring you mentioned. It does nothing to the eye relief. Point your rifle at a blank wall (preferably white) and adjust the ocular housing until the reticle appears in focus with sharp/crisp edges. To confirm that the ocular lens is setup properly, periodically look away from your optic then look through it. If the reticle does not immediately appear to be clear and in focus you need to adjust it some more. The longer you look at the reticle while adjusting it, the more your eye will compensate. By looking away at something else and looking back through your optic your eye has no time to adjust for an out of focus reticle. Once you're satisfied lock the ocular housing in place with the lock ring.
